Meet the Owner

Paul Richardson
Owner & Founder
Paul Richardson is the owner of BPS Services LLC, a liquid deicing and winter operations support company based in Hanover, Pennsylvania. He brings over 25 years of hands-on experience in snow and ice operations, liquid deicing, brine production, treated salt, salt reduction strategies, equipment installation, calibration, maintenance, troubleshooting, and operator training.
Paul spent more than 12 years with the Maryland State Highway Administration, where he helped write and support the agency's Salt Management Plan. During his time with Maryland SHA, he installed brine makers, performed maintenance on liquid deicing systems, supported brine production operations, and helped implement salt reduction methods across winter maintenance programs. He also trained personnel on proper liquid deicing practices, equipment operation, calibration, and best practices for reducing salt usage while maintaining effective service levels.
Paul also served as Maryland's representative for Clear Roads, a nationally recognized winter maintenance research and technology transfer organization. In that role, he participated in industry discussions focused on winter maintenance best practices, salt reduction, equipment, materials, research, and operational improvement.
Through BPS Services LLC, Paul now works with DOT agencies, municipalities, contractors, airports, and private operators across the eastern United States. His work includes brine makers, liquid application systems, truck fill stations, treated salt programs, spray systems, conveyor systems, equipment troubleshooting, operator training, and full liquid deicing program development.
Paul's approach is built on real-world field experience. He understands what it takes to move a liquid deicing program from concept to operation, including equipment selection, setup, installation, calibration, training, maintenance, and long-term support. BPS Services LLC is positioned as a beginning-to-end resource for organizations looking to reduce salt usage, improve winter performance, and build reliable liquid deicing programs.
